Dumping waste does not meet the general environmental duty, which requires everyone to eliminate or reduce their risk of harm to human health and the environment.

Why Illegal Dumping Matters

Illegal dumping has multiple impacts on a community.

• Visual Impact: It ruins the general appeal of the community.
• Environmental Hazards: Depending on what is dumped, it can pollute local waterways, block stormwater drains, or create safety risks (broken glass, concrete, rough timber, etc.).
• Community Perception: Unchecked rubbish can make the estate look uncared for. The “broken windows theory” states that visible signs of crime, anti-social behaviour, and civil disorder (including rubbish dumping) can encourage further crime and disorder.

If you witness illegal dumping or notice dumped rubbish, report it to the Environmental Protection Authority (EPA) online or call the 24-hour pollution hotline on 1300 372 842. You can also report it to the City of Whittlesea council. Prompt reporting helps authorities take action and prevents further incidents.

Protecting Your Lot

Even if your home construction hasn’t commenced, there are steps you can take to protect your lot from illegal dumping:

• Have a discussion with your builder about installing temporary fencing while your lot is vacant.
• Display ‘Private Property’ Signage: Clear signage can discourage illegal dumping.
• Consider Motion-Sensor Lighting or Cameras: Surveillance can act as a deterrent and help identify offenders.
• Discuss with your builder what policies and procedures they have for proper removal and recycling of building rubbish.
